Flynn texted partners about nuclear plan during inauguration, whistleblower says

President Donald Trump 's former national security advisor Michael Flynn told a business associate that he would make sure economic sanctions against Russian Federation would be "ripped up" as one of his first orders of business in the White House, a whistleblower told congressional investigators.

Staffers for the special counsel asked Mr. Cummings not to make the whistle-blower's account public until "they completed certain investigative steps", he wrote.

"Our committee has credible allegations that President Trump's national security advisor sought to manipulate the course of worldwide nuclear policy for the financial gain of his former business partners", said Cummings.

Mr Cummings detailed the whistle-blower's account in a letter to House Oversight Chairman Trey Gowdy, saying the witness came forward in June and that he has now been authorised to share his account publicly. These grave allegations compel a full, credible, and bipartisan congressional investigation, ' Cummings wrote.

The whistleblower said Copson showed him his phone with Flynn's text message; it was sent at 12:11 p.m., about 10 minutes into Trump's inaugural speech.

The whistleblower, who provided his account to Cummings in June, said he was with Alex Copson, managing partner of ACU Strategic Partners, a key Flynn ally on the nuclear project, on January 20, Inauguration Day. Cummings wrote that an "authentic, credible, and reliable" source had brought him information regarding the retired Army lieutenant general. He said Flynn did not cash the check, however.

Flynn's lawyer did not respond to a request for comment on the latest claims.

As the president spoke, Flynn reportedly texted Copson that the nuclear project was "good to go", the witness said Copson told him. Mr. Cummings said that Mr. Gowdy should subpoena Mr. Flynn, Mr. Copson and four others to testify before the panel.

"This is going to make a lot of very wealthy people", the associate, Alex Copson, told the whistleblower on inauguration day, according to the whistleblower's account to the Democrats. Mr Copson was described by the whistle-blower as responding, "I couldn't be better", and that he was "going to celebrate today".

"When the whistle-blower asked why the United States needed to be involved in a Middle East nuclear project, Mr Copson explained that the USA would provide military support to "defend these installations", the letter said.

On Friday, Flynn pleaded guilty to lying to the Federal Bureau of Investigation about his contacts with Russian Federation.

Flynn had assured his former associate that US sanctions against Russian Federation would immediately be "ripped up" by the Trump administration, a move that would help facilitate the deal, the associate told the witness.

Maryland Rep. Elijah Cummings, the ranking Democrat on the Committee on Oversight and Government Reform, said Wednesday the whistleblower's allegations raise concerns that Flynn improperly aided the nuclear project after joining the White House as one of Trump's top national security officials.

The letter from Cummings concluded with a request to issue subpoenas for "all documents and communications referring or relating" to Flynn's foreign contacts during the Trump campaign, the transition period and his brief time as national security adviser.
