North Korea routinely fails to follow that rule and has ignored several letters from the ICAO urging it to inform airline officials of its plan to launch missiles.

Jonathan McDowell, an astronomer at the Harvard-Smithsonian Center for Astrophysics, pointed out to CNN that the stars in the photo looked too clear for a picture capturing a missile's rapid ascent.

But in picturing the missile as it ascends into the night sky, photographers would have used a fast shutter speed that would not have captured the stars as clearly as they show in the photos. "Stars just don't look that different a few miles apart, and we have no reason to disbelieve that this launch was from the Pyongsong region north of Pyongyang".

Defense Secretary James Mattis said he still had confidence in diplomatic efforts to address the North Korea situation, but that the US also has military options available.
