However, it is far from clear that the initiative will make the ballot in November, as the signatures will have to be certified as legitimate and typically many thousands are rejected.

Billionaire venture capitalist Tim Draper says his petition to break up California into three states has garnered enough signatures for the initiative to be added to the ballot this November.

Still, Draper says it's California's nature to push the envelope.

The central state of California would consist of the counties of Los Angeles, Ventura, Santa Barbara, San Luis Obispo, Monterey and San Benito. After that, the US Congress would have to approve it.

The smallest of the three states, simply referred to as California, would be composed of what is now known as the central coast and Los Angeles, with a median income of $53,000.

He argued that one state government for the nation's most populous state has led to many problems, including rampant homelessness and a broken education system.

But Bill Whalen, a Hoover Institution research fellow and political expert, said the proposed new map might not seem like the answer to those most frustrated with the state's politics.

Mr Draper, who in 2014 and 2016 failed in his efforts to win approval for a ballot initiative to divide the state into six parts, said in a news release Thursday that he planned to file the signatures with Secretary of State Alex Padilla's office next week.

Draper, 59, launched the CAL 3 initiative in October.

"It's completely unworkable and ridiculous", Maviglio said.
