California rejects plan to send National Guard troops to Mexico border, AP reports

The Associated Press originally reported California rejected the federal government's initial plans for sending National Guard troops to the border because the work was considered too closely tied to immigration enforcement. Salesses claimed talks with California are more ongoing.

Governor Jerry Brown elicited rare and effusive praise from President Trump last week for pledging 400 troops to the Guard's third large-scale border mission since 2006.

But Brown reportedly insisted that California's troops have nothing to do with immigration enforcement.

Troops will not be allowed to fix and repair vehicles, operate remotely-controlled surveillance cameras to report suspicious activity to the Border Patrol, operate radios and provide "mission support", which can include clerical work, buying gas and handling payroll, the state reportedly told federal officials. Brown said the state is waiting for the federal government to finalize a memorandum of understanding for the use of the troops, and no negotiation over their role can take place until that document is signed.

Brown last week characterized his decision to contribute troops as a welcome infusion of federally funded support to fight transnational criminal gangs and drug and firearms smugglers.

Trump wants to send up to 4,000 troops to the border and has commitments for about 2,400 from those states and California. "The Arizona National Guard will deploy 225 members of the Guard today to support border security measures", the state militia said in a statement.

National Guard officials said Monday that a total of 900 guardsmen have been deployed to the border so far: 650 from Texas, 250 from Arizona, 60 from New Mexico, and none from California.

Deputy Assistant Secretary of Defense for Homeland Defense Integration Robert G. Salesses says there is no estimate for the operation's cost, which is funded by the US government. The federal government has not yet responded.
