UN Security Council deadlocks again on Syria chemical attacks

Russian Ambassador to the UN Vassily Nebenzia speaks during the United Nations Security Council meeting on threats to international peace and security and the situation in the Middle East

The UN Security Council has failed to adopt two competing resolutions that would have established a mechanism to investigate use of chemical weapons in Syria as well as another concerning a fact-finding mission in the war-torn country.

Russia, in turn, vetoed the US-backed motion, which would have re-established an global Joint Investigative Mechanism (JIM) to probe chemical strikes in Syria and to identify culprits.

The draft failed to be adopted as Russian Federation has veto power.

After the second Russian measure was defeated, Nebenzia addressed US Ambassador Nikki Haley directly, appealing to the United States to refrain from military action.

Yildirim's comments came hours after U.S. President Donald Trump tweeted that the U.S. will be launching missiles at targets in Syria in response to the suspected chemical attack in a rebel-held area that killed at least 40 people.

Russian Federation and the United States tangled Tuesday at the U.N. Security Council over Syria as they blocked attempts by each other to set up worldwide investigations into alleged chemical weapons attacks in the war-ravaged country.

This is now the 12th occasion that Russian Federation has vetoed action on Syria at the Security Council, which it has the right to do as one of the council's five permanent members.

In Tuesday's first vote, Russian Federation vetoed a USA -drafted choice that will have condemned the suspected Douma assault inside the strongest phrases and established a model new unbiased and impartial investigative physique to seek out out responsibility for Syrian chemical assaults.

Condemning Moscow's veto, US Permanent Representative Nikki Haley said, "History will record that, on this day, Russian Federation chose protecting a monster over the lives of the Syrian people".

However, inspectors with the global chemical weapons watchdog will travel to Douma to investigate reports of a chemical attack.

A resolution needs nine votes in favour and no vetoes by Russia, China, France, Britain or the United States to pass. Another Russian resolution welcoming an worldwide investigation of the latest attack was rejected, too.

Last year, the United States launched strikes from two Navy destroyers against a Syrian air base.

"Whatever happens next has to abide by global law", Swedish UN Ambassador Olof Skoog told reporters on Wednesday, referring to U.S. plans for military action.

The OPCW said it would "shortly" deploy a fact-finding team to Douma for an investigation, but U.S. officials said they were working from their own information and would not necessarily hold back.

Alternatively, a Syria strike could also be justified as action to stop the use or spread of weapons of mass destruction taken because the UN Security Council has been unable to act.

Poznikhir also repeated Moscow's earlier allegations that claims of the attack were "fake" and said the Russian military is ready to ensure security for experts from the global chemical weapons watchdog who are to visit Douma to investigate.
