Prosecutors: 10 "tortured" kids waterboarded, shot with crossbow

Prosecutors: 10

State prosecutors said the children were subjected to waterboarding, shot with crossbows and had scalding water poured on them. Prosecutors included these details in a motion to increase the bail of Ina Rogers, who was charged with nine counts of felony child abuse Wednesday.

Prosecutors have refused to discuss details of the allegations against Rogers and her husband Jonathan Allen, 29, who has pleaded not guilty to multiple counts of torture and felony child abuse.

Two parents have been accused of torturing and abusing their children while keeping them in squalid conditions in their suburban home.

Questions remain as to how the children and the alleged abuse went undetected for years until March 31, when police responding to a missing juvenile report entered the house in suburban Fairfield, California, about 46 miles (74 kilometers) northeast of San Francisco. Once they arrived, they immediately became concerned for the safety and health of the children and chose to search the property-that's when they discovered nine more children, "living in squalor and unsafe conditions". Denying all allegations, Jonathan Allen claimed he's a peaceful man who is the "Indiana Jones of spirituality". Still, Rogers, while she was out on bail for her initial charges of child neglect earlier this week, gave reporters an open-house tour of what she insisted was a loving if unconventional home.

All 10 children were placed into the care of the Solano County Child Welfare office.

Rogers was arrested and initially charged with one count of misdemeanor child abuse. There was also spoiled food on the floor and feces-both animal and human-throughout the house, making some areas impassable. She said her daughter failed to get on the school bus on her first day of kindergarten and was later found talking to a stranger and his dog at the school, she said. It is unclear whether Rogers was immediately put in custody. His bail was set at $5.25 million, and he is due back in court May 24, according to court records.

Judge tosses California law allowing life-ending drugs
Judge Ottolia denied the group's request for an immediate injunction, but allowed the challenge to move forward in court. A California judge on Tuesday overturned the state's assisted suicide law, ruling that it was passed unconstitutionally.

"I've been doing this a long time, I was a prosecutor for 22 years, and have not seen a case of such overwhelming evidence of mental, emotional, physical abuse by the hands of their parents", Solano County District Attorney Krishna Abrams said.

That's when Allen believes the children were manipulated into telling investigators stories about abuse. Allen is also in jail, facing torture and child cruelty charges.

In a jailhouse interview Tuesday, Allen told KCRA that he was "not a monster".

Police also said the children have burns, puncture wounds, and bruises - injuries consistent with being shot with a pellet or BB gun.

Sharon Henry, chief deputy district attorney for Solano County, said she was "horrified" by the statements from the children and that torture was carried out in the house "for sadistic purposes".

Neighbor Larry Magnaye said he had no idea there were 10 children living in the house across the street. The mother was released after posting a $10,000 bail.

Allen's mother, Peggy Allen, told the AP she had spoken to her son about the importance of housekeeping and Christian values - but that Allen avoided her and kept his relatives away from the children.

"We're a Christian family and Jonathan has not been raised that way", she said. "He looks like a scary individual, and that's why people are so quick to judge him", Rogers told reporters.

Allen and Ina Rogers of Fairfield, California, have 10 children and are in jail on felony child abuse charges.

"They were bullied and the teachers weren't helping me with their education", Rogers said.

Solano County court records show that Allen was charged in 2011 with domestic violence.
