US Defence attache involved in crash leaves Pakistan

Pakistani authorities have barred a U.S. diplomat, involved in a road accident that killed a motorcyclist in the capital Islamabad, from leaving the country.

Pakistani newspapers reported that the American, identified as a military attache, was blocked Saturday from leaving Pakistan, forcing the US military aircraft sent on his behalf to depart without him.

On April 7, US Defence and Air Attaché Col Joseph Emanuel Hall had jumped a red light at the Daman-i-Koh Chowk in Islamabad and hit a motorcycle. The incident killed a youth, identified as 22-year-old Ateeq Baig, while the pillion rider received serious injuries.

The top USA diplomat did not elaborate, but his comment could refer to the type of assurances North Korea has sought in the past. The meeting between Moon and Kim resulted in few specifics and was largely seen as a prelude to the first-ever U.S.

Authorities did not arrest Col Hall because he had diplomatic immunity.

Police have also handed over all records related to Colonel Hall to United States officials.

The official sources said Pakistan had accepted the United States view point that Col Joseph Emanuel Hall has complete diplomatic immunity under Vienna Convention.

The court on Friday has said that the embassy official did not have complete immunity, and had sought a reply from the Interior Ministry to place him on the Exit Control List (ECL).

The two sides also imposed travel restrictions on each others' diplomats stationed in Washington and Islamabad earlier this week putting further strain on already frosty relations between the two sides. The diplomat has since left for Afghanistan on a special flight.
