Putnam: No mores lapse in background checks

Florida didn't conduct gun background checks for an entire year because an official couldn't log in

After Florida officials had trouble logging into the Federal Bureau of Investigation crime database to determine whether or not to approve concealed weapons permit applications, tens of thousands of applicants were approved to carry firearms without ever receiving a required background check, Tampa Bay Times reported Friday.

All applicants for a Florida concealed weapon license submit fingerprints that are checked against the Florida Crime Information Center database (FCIC), National Crime Information Center database (NCIC) and National Instant Criminal Background Check System (NICS) for disqualifying offenses.

Agriculture Commissioner Adam Putnam has made it a priority to speed up the issuing of concealed weapons permits since he was elected in 2010.

McKinley Lewis, a spokesman for Republican Gov. Rick Scott, said the governor's office was never provided a copy of the inspector general's report. He also said that during the gap period the Department continued use of two other background check tools: the Florida Crime Information Center database and the National Crime Information Center database.

According to the inspector general's report, NICS checks are considered "extremely important" and the lack of such checks for over a year may have resulted in concealed weapons permits being "issued to potentially ineligible individuals". "The former employee was both deceitful and negligent, and we immediately launched an investigation and implemented safeguards to ensure this never happens again".

The Department, meanwhile, said that it "immediately" fired the employee after becoming aware of her non-compliance with the procedure, and it "thoroughly reviewed every application potentially impacted".

Today, the Tampa Bay Times published a report titled "Adam Putnam's office stopped concealed weapons background checks for a year because it couldn't log in". The Division of Licensing is housed under the Florida Department of Agriculture and Consumer Service.

When the department completed the full background checks with information from the NICS system on the 365 applications she failed to review, 291 licenses were ultimately revoked. And Philip Levine, a former Miami Beach mayor, called for an investigation and said Putnam has forfeited "any moral right to lead".

The lapse, revealed in an internal report that was not widely known about until Friday, occurred during a time period when there was a significant surge in the number of people seeking permission to legally carry a concealed weapon. His office oversees the concealed weapons licensing program.

An inspector general's report sent to Agriculture Commissioner Adam Putnam in 2017 highlighted the problem.

The report, which was forwarded to Putnam, recommends that the department "identify any NICS ineligible applicants that may have been erroneously issued".

That employee, a former mailroom worker, told the Times she was under pressure to quickly process applications and questioned why she was put in charge of this. "I should have been doing it and I didn't", she said.
