The Clinton email report is coming

Bloomberg obtained a copy of the report's conclusions ahead of a public release expected later Thursday.

According to Bloomberg, Michael Horowitz's report states that Comey "deviated" from Federal Bureau of Investigation and Justice Department procedures when he spoke out publicly in July 2016 on his recommendation that Clinton, then the Democratic presidential nominee, should not face charges.

Of particular interest is Comey's announcement two weeks before the 2016 election that the agency was reopening the Clinton email probe after stumbling upon the new material.

The report had always been anticipated by Republicans, and by President Donald Trump, who tweeted earlier this month: "What is taking so long with the Inspector General's Report on Crooked Hillary and Slippery James Comey". That decision came after the recommendation of Sessions himself, which was in turn informed by Deputy Attorney General Rod Rosenstein.

More recently, the President has signaled a hope that the inspector general's report will vindicate his instincts on Comey. Clinton herself has blamed Comey in part for her election loss to Mr. Trump.

In his report, Horowitz said he found a "troubling lack of any direct, substantive communication" between Comey and Lynch ahead of the July 5 press conference and also Comey's October 28 letter informing Congress of the discovery of emails related to the probe found on the laptop of former Rep. Anthony Weiner. But it will mark the most definitive accounting of the email probe to date, looking at - among other things - whether "certain underlying investigative decisions were based on improper considerations".

Horowitz' report had criticism for Peter Strzok and Lisa Page as well, but also did not find evidence that the political bias expressed in their texts to each other impacted their investigation.

Comey told the nation, nevertheless, that Clinton was "extremely careless" in her "handling of very sensitive, highly classified information". "We'll stop it", Strzok fired-back.

Republican critics seized on revelations from the inspector general that two FBI officials who worked on Special Counsel Robert Mueller's Russian Federation investigation, Peter Strzok and Lisa Page, exchanged text messages sharply critical of Trump.

"Although we have not yet seen the inspector general's report, there is no reason - no reason - to believe that it will provide any basis to call the special counsel's work into question", Schumer said in a speech on the Senate floor.
