US Immigration and Customs Enforcement (ICE) operates two large detention centres for families in Texas and a smaller one in Pennsylvania, but their combined capacity is about 3000 beds.

The order directs the US Justice Department to seek a modification of a court order to permit families that enter the United States illegally to be detained together until their criminal proceedings are concluded, a text of the order shows.

However, Republicans, who have a majority in both the upper and lower house, have signaled that they may not have sufficient votes to pass the legislation.
