Reuters reported that the president told the stunned group that the USA 'would have to look to go its own way' if allies didn't raise their defence spending to 2% by January 2019 instead of by the 2024 target.

Hours later, he and German Chancellor Angela Merkel met privately and discussed the pipeline, each reaffirming the partnership between the USA and Germany.

But it is also clear that Trump craves a different relationship with Moscow, predicting that the Putin meeting may be easier than any he held with his actual allies in Britain or Brussels.

In the same breath, he sounded a strongly conciliatory tone with the Russian leader despite the United States intelligence community's assessment that Putin not only meddled in the 2016 elections to help Trump but also continues his cyberwar efforts going into the 2018 mid-terms. But he did not rule out recognising Rissia's annexation of Crimea.

He vowed to bring up Syria and allegations of Russian meddling in the USA presidential elections, which his campaign is accused of colluding in.
