High-risk drivers to pay more under revamped ICBC premium system

"These are progressive changes that will ensure that those with clean driving records will be paying less, while people who cause crashes will generally be paying more", he said.

"From now on, British Columbians can have more confidence that if they drive safely and don't cause crashes, the rates they have to pay will much more closely represent the risk they actually represent on the road", he said.

"Right now, the system is broken". "A driver with no crashes could be paying the same premium as a driver with three at-fault crashes in a year".

"When we look across North America we see that most other jurisdictions operate without a government-run insurance system, but do operate under very similar driving laws as British Columbia", he said.

British Columbia's government-owned auto insurer is proposing changes to the way it calculates insurance premiums to better target high-risk drivers.

"British Columbians have told us they expect the premiums they pay to be fair", he said.

- Changing the current system where at-fault crashes are tied to the person who owns a vehicle, rather than the individual driver.

Discounts for seasoned drivers will be extended to reflect up to 40 years of experience, up from the current limit of nine years.

New discounts available for vehicles with original, manufacturer-installed automatic emergency braking technology, as well as vehicles driven less than 5,000 kilometres per year.

Basic insurance discounts for inexperienced drivers will be adjusted to better reflect their risk.

As part of these changes, ICBC is proposing a "transition cap" that limits how much the premium can change annually based on a customer's driving record and at-fault crash history.

Geography will also become a bigger factor in how rates are calculated, meaning people who live in denser areas such as cities are likely to pay more.
